NSA 논쟁을 보며 -

The question is not whether we will limit collecting private data by the intelligence, but whether collecting private data by the intelligence is a sort of mission to defend national security.  The matter is whether collecting data by the intelligence is superior to the constitutional value protecting privacy ,the fourth amendment.

The dilemma of the intelligence of the democratic countries is how to protect privacy when two of constitutional values, keeping national security and protecting privacy of citizens , are in conflict, but the constitutional value to protect the national security must be superior to any other constitutional values being declared in the preamble of the constitution . Because without the existence of the nation any other constitutional values can not be secured and insured for the liberty of the people.
Then  limiting the activity of collecting information is meaningless because the intelligence activity has the relativity to meet the opponent' strategy. So unlimited collection of information should be guaranteed not to be defeated by the opponent's stratagem .

Sometimes a certain mission against the opponent' stratagem used to bring about the human right dispute , but it could be a kind of necessary evil or essential virtue to defend the existence of the nation.  That is reason why all intelligence in the world carry out their mission in secret  and use the information only for defending the existence of the nation. In order to keep building trust between the intelligence and the people the intelligence should keep enforcing the strict internal discipline by itself to stop abuse case for selfish purpose, so that the people can trust the intelligence is not the body to infringe the privacy right but a must to get together with the people and ultimately defend the liberty being declared in the constitution. -It is my personal view-
