You are squandering the time. The document is no biggie. In most democratic countries it is common sense to deploy the tanks if the martial law is declared.
The Defense Security Command is responsible for preventing the martial law army from the military coup when the martial law is declared. So they absolutely must size up the deployment status for all military units to be deployed. Also they must prepare and secure the detailed plan to cope with implementation of the martial law. That is one of the very important responsibilities. !!!

In my view the reason why the document was different from the previous
one being made every two year was different developing situation at that
time the massive protesters were surrounding Blu House every night.
Nobody could predict what situation would be happened despite the
peaceful demonstration.

The extreme right wing group also used to mention the same remark they would overthrow the court. The martial law declaration is absolutely needed to defend the nation if the police is unable to block the illegal violent protests in any countries.
What if the massive violent rioters are running to your residence in Blu House and all police lines are collapsing ?
The martial law is not to kill the people but protect the people from the chaos and defend the nation. The martial law is the last resort to defend the nation.
Now some people cast doubt whether you are going to implant your men into the military security command after reshuffle the Command to meet your taste. Because they suspect the ideology of most your staffs surrounding you in Blu House. Stop meaningless investigation immediately !!
