It is a matter of relative predominance whether collecting private data to keep national security is superior to any constitutional value protecting privacy life . No privacy life without the existence of the nation.  The dilemma of intelligence in the democratic countries is how to protect privacy life when two values, keeping national security and protecting privacy life of citizens , is conflicting each other, but the constitutional value to keep the national security must be superior to any other constitutional value .Any constitutional value is unable to surpass the constitutional value to keep the existence of the nation because No liberty without the nation ! That is reason why all intelligences in the world carry out their mission in secret.  Do it secretly ,but never use it for selfish interest. Use the data for the nation only.!! -It is my personal view-
